225 Virginia Avenue, SE 

The District Office of Property Management (OPM) released a Request for Expressions of Interest (RFEI) seeking offers for the sublease, with option to purchase, for 225 Virginia Avenue, SE, just south of the Southeast Expressway within walking distance of the new Nationals Park.  The lease was negotiated by the previous administration to house various relocated functions of the Metropolitan Police Department (MPD), including the First District Headquarters and evidence warehouse.

Submission Timetable Extended:

Proposals Due -- Proposals are due October 15, 2008 no later than 12 noon
Notification -- October 27, 2008
 

Additional opportunities to tour the Property are available on request:

Prospective Respondents may request an opportunity to tour the Property by contacting Lottie Carpenter at lottie.carpenter@dc.gov.  Participants will be required to execute a Waiver and Release form prior to entering the Property.  
 

Questions and Answers:

Is there a known move-date for the nearby transfer station?
The trash transfer station located at 900 New Jersey Avenue, SE is expected to be relocated by September, 2009.     
                                                                                                               
Is the District offering any incentives on the property?
The District is not offering any specific incentives but the District has used a variety of economic incentives in other important development projects.  As stated in the RFEI, Offerors may propose District subsidies or incentives but must include a complete discussion of the proposed subsidies, uses, or incentives analyzing the costs and impacts upon the District. 
 

Additional information regarding the Property:

  1. The zoning text amendment pending before the Zoning Commission would permit the Property to receive transferable development rights.  Additional height is expected to be subject to some design review by the Office of Planning.
  2. The Property is not a registered landmark and no application to designate the Property as a DC Historic Landmark or to create or expand a Historic District which creation or expansion would result in the inclusion of the Property in a Historic District is pending before the DC Historic Preservation Review Board.
  3. Washington Canal Park, the premier public park planned as part of the District's Anacostia Waterfront initiative, will front on the Property’s southern side.
  4. With the exclusion of the heavy duty, freight elevator servicing the building from the southwest corner, equipment and fixtures are approximately 8 years old and barely used.
